        Abstract: Industrial and commercial management is essential to study as it plays an important role in the development of enterprises and countries. It is also a critical part in the development process of enterprises. Moreover, further studies on optimization strategies regarding the management are indispensable in China.

1. Introduction
The main way for government functional departments to manage social public affairs and maintain market economic order is to supervise the market effectively in the economy environment in a socialist country. Since the reform and opening up for over 30 years, great changes have taken place in field of social economy in China. The planned economy era has also change to the market economy. At this time, to improve the market supervision system is more important. Over the years, industrial and commercial administrative departments have taken market supervision and maintaining economic order as their main tasks. Meanwhile, the functions and personnel of its organs has been adjusted and revised for many times.[1]
2. Influence factors of China’s industrial and commercial management
2.1 Imperfect training system of industrial and commercial management
        The practical effect of training evaluation system is poor, and it needs to be improved. Regarding the current situation, there is no sound and perfect mechanism to guide staff training. Decision makers are unwilling to invest too much in trainings, and there is no evaluation system for the results.[2] If the results are not strictly controlled, the whole process of training will just be formalities for formalities’ sake, which has no practical effects and isn’t conducive to the long-term development of the team.
2.2 Imperfect performance appraisal system for industrial and commercial management
        Enterprises are starting to establish their own performance appraisal system due to it is of great significance to improve their organizational productivity, competitiveness and staff management. However, it is not ideal currently. This is because enterprises tend to be presented in the form of performance appraisal. Although it is effective, it is not adopted [3].
3. Improvement strategies of China’s industrial and commercial management
3.1 Improve training systems
        Enterprises need to analyze staff by various groups. Employees, especially core employees, are in urgent need of improvement. They need their self-realization ability to be reflected in work, and they will always motivate themselves in their work. In most business administration jobs, most employees think that the education and training structure is the best reward offered by business administration, so education and training are the premise of promotion[4]. Therefore, combining with the characteristics of contemporary business administration employees, enterprises should provide them with opportunities for further study, job promotion and professional knowledge discussion to mobilize their initiative and creativity in mastering skills and knowledge. The combination of external and internal factors is an important way to enhance the innovation ability of employees’ skills and knowledge. It also improves the quality of the current business administration team.[5]
3.2 Improve performance management systems
        If an enterprise wants to improve its employees performance, it should constantly strengthen the construction of employees learning. Meanwhile, it should also enhancethe construction of corporate culture and strive to build a learning-oriented corporate culture. In this case, employees can continue to learn while working. It can also play a deepening role in employees' knowledge, help them to work better, and make employees have more knowledge to serve customers to build a learning-oriented corporate culture. To a certain extent, the learning-oriented corporate culture has the following characteristics. For example, strong thinking mode and adaptability to learning, strong organizational learning memory, lifestyle and universal learning.
        To sum up, business administration plays an important role in economic activities. The development of China’s socialist market economy cannot be separated from business administration, which is an important guarantee for the steady and rapid development of China’s market economy. In the process of market management, it is necessary to increase the attention of relevant departments, and give full play to the functions of industrial and commercial management, in order to realize the value of industrial and commercial management in constant innovation, and help developing China’s economy faster and better.
